It’s called a Beta Server, or some call it a Test Realm/Server. Some of the best Guilds go there to figure out how to beat the latest thing before it comes out. And when it does come out they play on the public server and beat it.

It’s called Beta Testing.
People are emailed something to allow them to download Cataclysm and play it. Beta, like described before, is used by guilds to know the new content. When it comes out, the guilds can clear it easily. The other reason is to try out the new expansion. I’m indeed excited to play my worgen hunter, but I don’t think I ever got that beta invite email.
The main reason is to test out bugs and other issues before launching.
